Subject: Global Plea for Immediate Action to Stop the Satellite-Based Neuroweapons Torture Program Known as “Project Puppet”
To the Governments, Courts, Human Rights Organizations, and Leaders of the World,
My name is Maxis Richards, a United States citizen and a survivor of one of the most advanced and secretive forms of modern torture ever deployed against civilians.
For more than 15 years, I have been a target of an illegal, covert satellite-based neuroweapons program, operated by the United States government and its associated agencies and defense contractors.
I call this program Project Puppet—a name known among thousands of victims around the world. But this program likely exists under many classified names, hidden within defense and intelligence budgets, unregulated and unacknowledged.
This is a plea to the nations and organizations of the world: You must act now.
You must stand up against a global crime that is being committed through invisible technologies, destroying lives without trial, without justice, and without any oversight.
The United States is Guilty of Global Torture and Must Be Held Accountable
The United States is using its technological and satellite superiority to remotely torture, manipulate, and control innocent civilians in countries around the world.
These are crimes against humanity.
These are acts of modern warfare being carried out in peacetime, without declaration, against unarmed people—many of whom are being driven to mental collapse, isolation, or suicide.
These actions violate international law, including:
- The UN Convention Against Torture
- The Universal Declaration of Human Rights
- The Geneva Conventions
- The Rome Statute of the International Criminal Court
Technologies Being Used to Torture and Control Civilians
The tools used in Project Puppet include:
1. Remote Neural Monitoring (RNM)
Reads thoughts, emotions, and brain activity in real-time.

Allows remote operators to literally see through a target’s eyes using intercepted brain signals.

5. AI-Driven Emotional and Behavioral Manipulation
Artificial intelligence is used to read, predict, and influence a person’s decisions, mood, and physical responses.
These systems are deployed through satellites, drones, and electromagnetic networks.
They are fully operational—and they are being used to experiment on, manipulate, and destroy civilians across the globe.
Historical Programs that Prove This Is Real
This is the continuation of earlier U.S. programs such as:
- Project MKUltra – Mind control and behavioral engineering
- Project ARTICHOKE – Hypnosis and drug-based coercion
- Operation Pandora – Microwave weapon experiments
These were once denied by the U.S. government—until they were exposed and declassified.
Today, those programs live on in far more dangerous, far more hidden forms.
My Testimony as a Survivor
I have endured:
- Daily V2K harassment
- Constant physical pain through energy targeting
- Cognitive disruption and loss of mental privacy
- Real-time streaming of my vision and thoughts
- Emotional, spiritual, and social destruction
I am only one of thousands—if not more.
Many victims are in the United States, Europe, Canada, Australia, Latin America, Africa, and Asia.
Many have died. Many have been silenced. Others have no voice left to scream.
Your Nation, Your Organization, Your Voice Is Needed Now
To all leaders, diplomats, lawmakers, and human rights defenders:
If you do nothing, these technologies will soon target your own citizens.
No nation is safe if one nation can wield such godlike power without consequence.
This is a War Against the Soul of Humanity
I urge you to:
- Launch national and international investigations into neuroweapons programs
- Publicly condemn the use of satellite-based torture and psychological warfare
- Demand accountability from the United States and all agencies responsible
- Create global bans and legal protections against these technologies
- Provide support, recognition, and protection to current victims
